In order to promote educational fairness and have more children in rural area get access to high-quality preschool education, The Leping Social Entrepreneur Foundation, together with Macao Tong Chai Charity Association, organized the ‘Rural Preschool Education Collective Influence’ Seminar in Beijing on April 13-14, 2016. A number of experts and scholars in the are of preschool education, the education department managers from different levels from different regions, the front-line rural preschool educators, related non-profit organizations  - there among Humana People to People China (HPP China)  - attended this seminar, discussed and analyzed the existing problems of rural preschool education and how to use collective impact as a method to advocate for and assist to provide high-quality preschool education for the 35,000,000 children , aged 3-6, in rural areas. 16 million of them have currently no access to preschool education.

During the discussion, Michael Hermann emphasized the importance of ability developing of rural preschool children and appealed to design a targeted development plan according to the local situation. All guests introduced their own conditions, presented the particular rural preschool education problems, which need to be solved, explained the effort they could contribute to the collective impact community and also put forward the goals hoped to be reached in the short term of about 6 months and in the long term of about 5 years. All the attendees thought that it was impossible to solve this very complicated and systemic problem of China’s rural preschool education by any single independent organization, but only through collative impact to unite different departments and stakeholders of preschool education into mutual cooperation. Only then there is hope to reach that all the 35,000,000 rural children could get quality preschool education and promote the large scale social reform of the rural education needs.

In rural areas, because of poverty, the children face different problems. There are about 16,000,000 Chinese rural children without opportunity of receiving 3-year preschool education, as most of the preschools are established at township level but barely in administrative villages or natural villages. Through providing preschool education through the POF Project model, HPP China brings opportunity to Chinese rural children in order to break the Poverty Cycle and create a better future. The objective of POF Project is to prevent poor children from growing into poverty adults. The sustainability of the project is to improve community comprehensive ability, including training local villagers to be preschool teachers of their own community, developing the villager’s capacity to participate in community affairs and help the women to engage in farming and working to have more time and energy to do economic activities for their families instead of taking care of the children, and finally achieve the goal of relieving poverty in minority group poor areas.
